Addressed Tokyo 328.Refers to Shanghai telegram No.290 (F 4665/39/10). Jardine Matheson and Company have secured permission to purchase quantity of cocoons and use their machinery at Konzenchao to process them. They are still unable to transport them to Shanghai by railway. Wha Chung Company have offered to transport cocoons to Shanghai as their own cargo in return for loan of 2,000,000 dollars.Offer was refused but Jardine Matheson and Company may be able to come to arrangement. Japanese military are reported to be forbidding transpat of cocoons to foreign concerns and Japanese ronins. Enquires whether Sir R.Craigie has been able to take ant action.Repeated Rear Admiral Yangtse 71, Shanghai Consul General 178.
