As far as producing districts in Kiangsu province are concerned, immediate question at issue is not so much one of exercise of monopoly by new Japanese company as of interference by Japanese military with purchase of cocoons by other Japanese interests and with their transfer from junks to river vessels at mouths of creeks in Yangtse delta. Reply to telegram under reference was held up pending a decision as to action to 12th May, 1939be taken regarding trade and shipping in Yangtse estuary. It is uncertain how far Japanese will obstruct buying of cocoons. Will telegraph again if it becomes necessary to invoke assistance of His Majesty's Ambassador, Tokyo. Repeated Tokyo 273.
