Sir A. Clark Kerr's despatch No. 160 [of 20th February

silk monopoly].

If the regulations are strictly enforced I agree that they

constitute a monopoly against which a further protest should be

made.

2. Please report to what extent British silk interests

are actually affected by the new company. For instance are

Jardine Matheson and Company prevented from obtaining supplies

for their filatures in the Settlement? See Sir A. Clark Kerr's

despatch No. 737 of 20th September, 1938.

Please repeat Saving to Tokyo with your reply.
