I am directed by Mr. Secretary MacDonald to

transmit to you a copy of a despatch from the Governor

of Hong Kong regarding the establishment by the Chinese of a wireless transmitting and receiving set at

a point on the border of the New Territories, and to ask that Viscount Halifax will be so good as to furnish

his observations as to the action that the Governor

should be advised to pursue in the matter.
