HIS Majesty's Ambassador at Shanghai presents his compliments to His Majesty's Principal Secretary of State for Foreign Affairs, and, with reference to Foreign Office despatch No. 128 of the 26th February, 1938, has the honour to transmit to him a copy of Mukden despatch No. 192 of the 15th December, 1938, enclosing the annual reports on Manchukuo and the Kwantung Leased Territory for 1938.
