My Lord,

On the departure on the 3rd January on home

leave of Captain Ralph Edwards R.N., who has been attached

to this Embassy as Naval Liaison Officer since 8th August

1958, I desire to convey to Your Lordship an expression of

my high appreciation of the able and energetic manner in

which Captain Edwards has discharged the difficult and

delicate duties of this post.

2.

Captain Edwards has rendered most valuable

assistance to the Embassy in matters calling for negotia-

tion with the Japanese Naval Authorities, and I have been

impressed by his success in retaining their goodwill in

spite of the difficult and controversial nature of many

of the problems which came under discussion. He is an

officer of uncommon gifts and I am sincerely sorry to see

his appointment come to an end.
