that since the outbreak of hostilities 670 plants of various sizes
have been erected in the western extra-Settlement area outside the Settlement boundaries but within the defence perimeter controlled by British troops, and 132 erected in the western district within the Settlement limits. Most of these industries seem to be pros-
pering, but it must be evident from this long list what immense
losses must have been incurred by the owners of these plants in
the destruction of a greater part of their properties in the Yangtsze- poo, Chapel and Hongkew areas. The newly established industries
in the western district outside the Settlement boundaries are
liable to taxation and interference by the newly established Puppet City Government which is functioning under the auspices and pro- tection of the Japanese. The Shanghai Municipal Council is there- fore largely deprived of the revenue received from taxation when a number of these industries were functioning within the Settlement boundaries of the northern and eastern districts, and the eventual prosperity of the se undertakings will henceforth be largely dependent on the amount to which they are inteffered with and taxed by the Puppet City Government. British interests in Shanghai are directly and/or indirectly affected by the prosperity of the industrial situation generally, and consequently unless the industries of Shanghai, whatever their nature, in the long run are able to main- tain themselves by working profitably, Britisn interests will eventually be adversely addected.
