Western District Outside Roads Area.

The Festern District Power Company reports 150 applications for power connection in the Western District Outside Roads Area during the month of November. In the previous month there were 197 applica- tions, these two figures giving an index of the rate at which enterprises are opening up in this area.

A survey of factories in the area North of Yu Yuen Road is in progress, but classification of kinds of factories and numbers of workers employed in this district is not yet avail- able for publication. The following classification of indus- trial enterprises in the area between Yu Yuen Road South to Avenue Haig and Rockhill Avenue, and between Edinburgh Road West to Keswick Road shows the extent to which this area has been entered by factories:

This classification has been made upon the basis of information collected in part by the Public Works Depart- ment to which application for approval of factory sites go.

Western, Central and Northern Districts. The Power Company reports 189 applications for power connection in these areas. 103 new factories and workshops, employing 4,876 workers, were visited during the month of November.

Eastern and Northern Districts.

A survey of the industrial re-occupation of the Eastern District by small scale enter- prise has been begun during November. details of which are not yet available for publication. The Bhanghai Power Con- pany reports 66 applications for power connection in this area during November, the figure comparing with 120 in Oct- ober. During the five months period July-November, 1938, there have been 767 applications, approximating 150 enterprises open- ing per month. Assuming ten workers to each enterprise, and four members of a family dependent on the wages of these wor- kers, some 31,000 persons have regained a means of livelihood through the reopening of these smaller plants.
