Dear White,

We learn from Butler that Mr. Boku (Pak), the Korean

who has been appointed Vanchurian Consul-General in arsaw,

gave vent to violent anti-Japenese views when talking to a

journalist in San Francisco, and declared that all Chinese

and Koreans fervently desired a Japanese defeat.

2. This in itself is perhaps not surprising in a

Korean, but it does suggest that the Manchurian authorities

are unaware of Yr. Boku's tendencies, since they would

scarcely have given him the appointment unless they thought

that his views were orthodox.
