Monsieur l'Ambassadeut,
With reference to the recent conversations between us on
the present subject, I have the honour to inform Your Excellency that, desiring to render normal the legal status of the Consulate of Foland in Harbin, pending the definitive settlement thereof by an appropriate agreement between our two countries, and in view of the recent change of the officer at the head of the said Consulate, the Polish "overnment wishes to obtain the Imperial Exequatur of Manchoukuo for the new Consul and for each new appointee in future.
Under instructions from my "overnment, I have the honour to de lare to Your Excellency that, if your Government contem- plates opening a Consulate of Mancho-kuo in Warsaw or other suitable place in Foland and requests the grant of the Folish Exequatur for the Consul of Manchoukuo there, my Government is prepared to accede to the request on normal conditions and on
condition of reciprocity.
