Priority for Chinese Government export licences.
Refers to F.0.letter of 6th Sept.(F 9827/1831710). Encloses copy of letter sent to the Export Credits Guarantee Department on 7th Sept. Understands that that department will shortly raise the question with the Allied Demands Sub Sommittee not merely as it concerns China but also as it concerns various other governments who have Credit agreements with His Majesty's Government. Mr.Bankes-Amery says he will agree with Mr. Nixon on procedure to be adopted with regard to identification of these Government Orders
by the Export Licensing Department.

I attended a meeting of the Allied Demands Sub-
Committee on 12th September, at which Mr. Nixon
mentioned that a list of Chinese requirements had been
prepared. The Committee did not, however, consider
the question, but the Export Credits Guarantee
Department are now sending the list to Colonel Webb,
of the Ministry of Supply, adding a note to the
effect that the Foreign Office attach importance to
every practicable facility being extended to the
Chinese. When the views of Colonel Webb and the
Service Departments have been obtained, the list will
come before the Committee.
I do not think that we can do any good by
replying to the Chinese Ambassador at this stage.
The form of words suggested by the Board of Trade
in their letter of the 7th September to Mr. Somerville
Smith evades the question whether or not these orders
are to be allowed to go forward, and I think we had
better wait until we know what the position is.
I submit a draft reply to Mr. R. H. Morgan (see
Mr. Morgan has of course been informed
