I am directed by Viscount Malifax to transmit to you

herewith to be laid before the board of Trade a copy of

note from the Chinese Ambassador requesting that priority

may be given to orders placed on be alf of the Chinese

Government for steel, tools and miscellaneous materials

unue the recent export Quarantees Agreement.

2.

Loru ¡¡alifax supports this request anu considera

that, on political grounds it is highly desirable to afford

to the Chinese Government any exemption from the existing

emergency restrictions which may be practicable.

3. I am to request that Lore Halifax may be informed

what reply the Board considers should be returned to the

Chinese Ambassador.

A copy of this letter is being sent to the Treasury

and to the xport Credits Guarantee Department.
