With reference to Your Lordship's
Printed Letter despatch No. 825 of 25th
November addressed to H.M. Ambassador at
Shanghai enclosing copy of a Parliamentary
Question regarding smuggling in North China,
I have the honour to enclose, herewith, copy
of a report by the Tientsin Commissioner of
Customs on smuggling conditions during the
year 1938.

It will be observed that, on the
establishment of the Peking Provisional
Government early in 1938 the illegal Chi-tung
organisation which had made smuggling rife
was abolished and the Japanese then took
