On receipt of Canton despatch
No. 27 of the 2nd February, copied to you as No. 27,
we consulted our authorities here as well as His
Majesty's Consul General at Tientsin as to the
possible issue of King's Regulations to give the
Consul General at Canton wider powers in an
emergen cy.
We now enclose a copy of a despatch
from the Crown Advocate in which he submits a draft
of King's Regulations based on the Tientsin Mun ic ipal
(Amendment) Regulations 1929. We have not yet
heard from Tientsin, who have doubtless been occup ie d
with more urgent matters, but we are sending them a
copy of the Crown Advocate's letter and asking for
