Dear Department,

On receipt of Canton despatch No. 27 of the 2nd February, copied to you as No. 27, we consulted our

authorities here as well as His Majesty's Consul General at Tientsin as to the possible issue of King's Regulations to give the Consul General at Canton wider powers in an

emergency.

We now en close a copy of a despatch from the Crown Advo ca te in Which he submits a draft of King's Regulations based on the Tientsin Municipal (Amendment) Regulations 1929. We have not yet heard from Tientsin who have doubtless been occupied with more urgent matters, but we are sending them a copy of the Crown Advocate's letter and asking for their observations in the light of the experience gained by the working of their own Regulations

As you will be receiving this letter in a com-

paratively short time it should be easier for us to deal

with the matter by telegraph when we have received Tientsin's

observations.
