If it is considered desirable to give the Consul-General greater powers it could, I presume, be done by urgent King's Regulation but I imagine that it would be necessary to define the powers with some particularity and that general authority to "introduce temporary
emergency measures for political reasons"
would be out of the question.
We can await the Ambassador's views.
