Following is repetition of Canton telegram No. 113 to me.

Addressed to Governor Hong Kong telegram No. 184 of

26th August.

I have been informed by the Japanese Consulate unofficially

that in the event of war in Europe Japan will remain strictly

neutral. The reason is the Russo-German non-aggression

pact which has led to a complete reversal of Japanese foreign

policy. They have also offered to cooperate in the event of

my receiving instructions to evacuate British subjects.

also informed that all thought of anti-British activities at

Canton on the blockade of Shameen had now been abandoned.

My French and United States colleagues have been

similarly informed.
