Bombing by Japanese within Hong Kong territory.

Refers to Foreign Office telegram No.95 (F 1779/ 1696/10) Called on Vice-Minister on 25th February and carried out instructions. He saw no great difficulty about inclusion of assurances (C) and (D) but thought insistence on assurance of 48 hours notice might cause delay as it meant communication with military authorities on the spot. Suggested that this assurance might be given later in a semi-official letter. Vice-Minister promised to take up matter at once with competent authorities. Japanese military authorities had proposed sending representatives to Hong Kong forthwith but Hong Kong authorities had recommended visit be delayed until,details of damagę and claims had been established.
