Naturalisation in Hong Kong
I was very glad of the opportunity to meet you and Miss Cullis when I was in London in September and to discuss matters of mutual interest.

I told you then that I had tightened up on naturalisation procedures and that the proportion of applications being rejected had risen markedly, while the number of new applications had stayed at about 80 - 90 a month. I confirmed to you that the increase in applications now being forwarded to you for approval was a purely temporary one while we cleared the backlog following complaints of unreasonable delay from Legislative Councillors and others.

Since returning to Hong Kong I have seen your letter of 6th August 1975 to Bim Davies, and also the 1973 correspondence with the Governor. In order to check current trends, I have had a new set of statistics prepared from our records here. These are enclosed.

The number of applications has stayed remarkably constant at 1,000 1,100 a year and there is no sign that it will increase. If anything, I would expect the impending increase in fees to result in a small but perhaps temporary decrease in new applications. As I mentioned to you, the number of applications is not large in proportion to the number of stateless Hong Kong residents who are eligible. This is due in part to the high degree of recognition now accorded to the Hong Kong Certificate of Identity, which is used by large numbers of our businessmen for journeys all over the world.
