about the quality of some of the private schools but
regards their use as a justifiable temporary expedient.
To improve quality the Government Educational Television
service which has hitherto been used only in primary
schools is being extended to secondary schools with
priority for equipment being accorded to those of lower
quality.

The revised plan will ensure that by 1980
there will be facilities for all children to receive
3 years of assisted or free secondary education. At
this point the possibility arises of making either the
employment of children under 15 illegal or attendance at
school for such children compulsory or both.
8. Technical Institutes In September 1973 there was one
technical institute with capacity for 1,100 "equivalent
full-time" students, plus 4,000 evening students. Two
more have since been completed and a fourth is under
construction and a fifth will be started in 1976.
