appointment and not by the elective process). A more broadly

based system of direct taxation, at higher rates, is

suggested. There are proposals for acceleration of development

in the education, health and social welfare fields and in

the terms and conditions of employment.

There is a need for more consultation between HMG

and the Colony on broad policy matters and for a greater

British information effort in Hong Kong. More care should be

taken to reduce friction where British and Hong Kong interests

clash; there is a need to advocate Hong Kong's case publicly

in Britain.
