I do not think we can accept "the" most important single factor. It is indeed very important but to us here the interests of the
UK must surely come first. I suggest "one of the most important...".

Para 6:
I think we probably should have some reference to our ultimate aim of disengagement if a satisfactory way of achieving this can be found.
Para 7:
I am not sure about the last sentence.
Para 8:
The 3rd and 4th sentences are open to question and should either be left out or qualified. The last six sentences seem to me to be over-egging the pudding. Is it really fair to say that British exporters neglect Hong Kong in favour of more difficult and smaller markets in the Far East? Which? This strikes me as a bit of a myth and an excuse and should be challenged.

We must mention that the Chinese have reverted to the question of a representative.

I should prefer to omit the words "are paramount and" in the second sentence but this can be conceded.
