In this Office our sympathies are with the straight- forward proposal in paragraph 5 of your telegram.

We see however, I regret to say, no hope of a solution on those lines. Departments are now under instructions to consider with us whether some offer could be made to the Hong Kong Government in respect of the Dockyard lands in return for an undertaking to meet the additional costs involved in stationing one or two of the additional artillery units in Hong Kong. This is an advance on previous position. But I cannot pretend even so that prospects are bright.

It would help in discussions to have your estimates of values of four lots of land referred to in paragraph 2 of your savingram No.2187/57 also indication of use to which

lots likely to be put if -

(a) given up to Hong Kong Government

(b) sold on open market.

Grateful also for any other information about lots (and in particular your views about soundness of the title which War Department claims to lots) likely to be useful to us.

Fact that matter is to be discussed further means that no decision on additional units can be taken before departure of 74th L.A.A. Regiment. We much regret this and will do all possible to secure decision regarding replacements earliest.
