Grateful for clarification.
We hope to get Ministerial decision soon but it is unlikely that one of extra Units can be with you by September. However, battalion exercise (I Loyals) planned for Hong Kong between 15th September and 25th October should cover your "riot" season. If, meantime, other matters are settled one of Artillery Regiments might arrive end October.

Your paragraph 5. Admiralty dispute proposal to deal with Admiralty lands on strict re-provisioning basis. One of most important redundant site (M. L. No. 26) is held under 999 year lease which provides that if Hong Kong Government wishes to resume occupation it must pay value, of both buildings and land. Admiralty claim full rights of assignment (subject to your power of resumption). Admiralty estimate site at about four times amount they would obtain on re-provisioning formula and cannot accept proposed limitations on compensation either for this lot or for others. They are anxious that Tizzard, Deputy Chief Surveyor of Lands, should come to Hong Kong soon to begin negotiations, but he cannot leave until agreement is reached on principles for re-provisioning and compensation. Grateful for your comments particularly on terms of lease above.
