Sorry to keep you waiting over this urgent matter which is still

under consideration. War Office welcome proposal in fourth

paragraph of Governor's telegram and feel that it gives us opportunity

separate question of additional units from land negotiations.

Unfortunately Colonial Office are unable to give assurance requested

by Governor until matter has been discussed further and agreed by

other departments in Whitehall, This may mean submission to

Ministers and a firm decision may not be obtained until the end of

May.

We had hoped to send first units by trooper leaving 20th July but I

consider that delay in decision now makes warning for unit unacceptably

short. I understand that you intend moving 1 Loyals to Hong Kong

temporarily during September and October covering the critical period.

Provided a decesion is taken to reinforce Hong Kong, the first regiment

would sail by the next available ship leaving the United Kingdom early

September arriving Hong Kong early October before 1 Loyals have left.

Colonial Office have signalled Governor that QUOTE It is unlikely that

one of the extra units can be with you by September UNQUOTE. We have

however explained paragraph SECOND above to Colonial Office and have

told them that we are now aiming to send first unit to arrive Hong Kong

early October.
