Following for Melville.

I am now dealing with the additional Units and the lands questions as the two entirely distinct matters that they are and must be, and I do not propose to refer to both subjects together in further correspondence. I hope you will feel able to do the same, and keep the question of the additional Units moving at the pace which its urgency demands. I understand that the War Office are fully alive to the necessity for distinguishing between the two matters.

2. I am sorry to note that it will not be possible for us to receive either of the Units before the end of October.

The movement exercise of the First Loyals in September will help to provide for the particular needs of October; but I am sure you can dispose of any idea that there is any close season for trouble in Hong Kong. The most recent internal security exercise has demonstrated clearly how very thin we are on the ground at all times, and though October provides a regularly recurrent occasion for increased tensions it is quite clear that there is a standing need for the extra Units now and I know that you will not relax your efforts to get tirem SONDAS PNGsible, infe
