Now that agreement has been reached on the size of the Hong Kong garrison, I should like to say how much I appreciate the attitude which you and the members of your Finance Committee have taken on the difficult matter of payment of the extra costs.

I should not have been able to accept a situation in which the forces available for the defence of Hong Kong were left at a level we both considered inadequate. And when our financial position here compelled me to put the proposal to you that Hong Kong should pay for the additional units, I was most grateful for the way in which you responded.

I know you shared my relief when we were able to send you a signal saying that the first unit will be with you on October 8th. The second unit should arrive on December 16th, so by the end of the year you should have the garrison you need.
