Based on present estimated rate of construction:
and retention of existing old and small boats. In view of
the inherent difficulties of manning submarines and training
the crews it is unlikely that the CCN could absorb this
rapid expansion and it is considered that the addition of new
and ex-Russian submarines would be partly off-set by the
scrapping of the old and short range submarines. It is also
possible that the estimated rate of construction may not be
achieved. For these reasons it is considered that a figure
of 18 additional submarines is more realistic.
