I have discussed this proposed Press release with both the War office and the Ministry of Defence. Being an announcement about the movement of troops it is the province of the Ministry of Defence to handle, but I gather from them that they do not wish to make this particular movement the subject of a Press release as such. They do not wish any actual announcement to be made to the Press but propose that, if any questions are put by newspaper correspondents about any embarkations on the "Empire Fowey", a verbal reply, using the wording given by Col. McGill (272), should be given.

This decision therefore means that the Ministry of Defence do not wish any announcement to be made either in Singapore or Hong Kong and the draft telegram opposite will therefore require to be revised in the light of this decision by the Ministry of Defence.
