The Chancellor of the Exchequer, the Minister of Defence, and the Secretary of State for War have now agreed with the proposal which you put to them, namely that the lands issue in Hong Kong should be kept quite separate from that of the two extra artillery regiments, and that we should accept the Hong Kong Government's proposal to pay £250,000 a year for each of the two extra units. We have accordingly told the War Office that they should go ahead with arrangements for sending these two units out, and, with War Office concurrence, we have informed the Hong Kong Government that one of these units will arrive in Hong Kong on the 8th October. We have not yet got a firm date for the arrival of the second unit, but as a battalion of the 1 Loyals is going up to Hong Kong from Singapore on a theatre internal security exercise towards the end of September and will be there until the end of October, we consider that the Governor is as safe as we can make him during the danger period of the double-tenth. We will however keep on to the War Office about this other unit, and in the meantime we are considering whether we should recommend that you should send a special message to the Governor in connection with the Finance Committee decision about paying for these units.

In paragraph 4 of your minute of 30th May you discussed the proposal in Mr. Howard-Drake's minute at (249) that the Secretary of State should write to Sir Robin Black on the successful outcome of the negotiations over the two extra units for Hong Kong. It was your view that before this was done, we should have some assessment of the Hong Kong Finance Committee's reactions to the annual contribution of 8 million dollars.

The Governor's assessment is now at (259) and you will wish to consider whether some message should be sent by the Secretary of State. On the strength of (259) it hardly seems an occasion for congratulations!
