In considering the reply which we should send to the Governor Hong Kong in response to his Savingram No. 842, we have had recourse to COS (57) 40, especially Appendix 'A' thereof.

Before, however, we make any reference to this paper I think we should, although its use in this way does not appear to transgress the special S.E.A.T.O. security requirements, seek your sanction for its use as being a C.O.S. paper,

We also propose to consult David, the Chief Secretary, Hong Kong, who is now in this country, and to give him the necessary S.E.A.T.0. background for this, and for this purpose it would be valuable if you could let me know who in the C.0.3. organisation could assist ne in this.
