AMENDMENTS TO J.P.(57)165(REVISED FINAL)
MEASURES TO MEET THE THREAT TO HONG KONG FROM COMMUNIST CHINA POLITICAL ASSUMPTIONS AND
PLANNING PROCEDURE
Paragraph 1. Delete from line 9 to end of paragraph and
insert:
"in Washington. The tasks of the Working Group were agreed by the Foreign Secretary and Mr. Dulles, as follows:-
(a) To produce an intelligence estimate of the
threat to Hong Kong from Communist China.
(b) To examine joint measures required to meet
the different types of threat".
The Working Group has reached an agreed estimate of the "Subversive and Military Threats to Hong Kong from Communist China up to the end of 1962".
Page 3, Paragraph 4, Fifth line from top of page.
Before "Communists" insert "local".
Paragraph 5, Line 1 and 2
Delete "within its territorial limits" and insert "with the forces at present allotted".
Paragraph 6, Line 5
After assumptions" insert "for planning purposes".
Paragraph 6(d), Line 5
Delete from "and that the Chinese" to end of sentence.
Paragraph 6
Add at end of paragraph:-
"The assumption in paragraph 6(d) will have no effect unless it becomes known to the Chinese Government."

Delete sub-paragraph and substitute:-
(a) The Anglo-American Working Group in Washington,
having agreed an assessment of both military and subversive threats, should:-
(i) agree a concept of United States/United
Kingdom military measures to prevent overt hostilities.
