I am writing with reference to Dinnie's
letter of the 20th December and to one or two subsequent telephone conversations of ours about combined training exercises with the Americans for the defence of Hong Kong.
We have no objection to the issue of the
draft signal enclosed with your letter of the 7th December but we are writing to the Governor giving him some of the background information. We should therefore be grateful if you would withhold issuing the signal for a few days after receipt of this letter in order that the Governor may have our letter to him before he is approached about the matter by the Commander-in-Chief, Far East
Station.
