CONCLUSIONS
8.
We conclude that:·
(a) It would be desirable to approach the Americans,
with a view to discovering their reactions to the principle of holding bilateral talks on the defence of Hong Kong. Such an approach should be made in Washington rather than to Admiral Stump.
(b) Before such talks can take place:-

(1) An up-to-date United Kingdom assessment
is required of the likelihood and the circumstances of an attack on the Colony, together with the resultant threat assuming nuclear counter-action.
(ii) The Chiefs of Staff should approve a
BDCC (FE) study on the capability of the garrison, when reduced as planned, to defend the Colony.
The preparation of the Joint Planning Staff study on the Defence of Hong Kong should be cancelled.
