We agree with paragraph 2 of SEACOS 65 and have initiated study on threat to Hong Kong in Joint Intelligence Committee, London, which will serve as a basis for your study on the capability of the garrison when reduced as planned to defend the Colony.
2. When we have approved these studies the question of an approach in Washington will be taken up.
