Repeated for information to Hong Kong and Singapore,

My telegram No. 56: Hong Kong expulsions.

Chinese press today gives front page prominence to "Serious protest by Ministry of Foreign Affairs to His Majesty's Government" and to resolution of the protest by various organisations.

2. Both protests, texts or which will presumably be already available to you are strongly worded.

7.

Ministry of Foreign Affairs protest includes charges that Chiang Kai-shek's agents were putting across Hong Kong border for sabotage. It concludes with the

statement that these actions at Hong Kong represent serious developments of the hostile policy of His Majesty's Covern- ment towards the Central People's Government through the subservience of Mr. Churchill's Cabinet to the United States Government. It demands immediate cessation of these acus for the consequences of which His Majesty's Governments will be held responsible.

40 The back page of the same paper contains long article commenting adversely on the main passages relating to China of Mr. Churchill's address to the United States Congress. Attention is drawn to Mr Churchill's friendly references to Chiang Kai-shek at a time [grp undec] representative of His Majesty's Government is in Peking for negotiations.
