contemplated) and will be receiving no (repeat no) aid from H.M.G. towards the burden of refugees.

5. It will not be easy to explain to the local legis- lators (and hence to the public and the world at large) that H.M.G. has left, and is leaving, the Colony to shoulder unaided the burden of the refugees. The best line might be to say that, in lieu of asking the Colony for an increased Garrison contribution (as H.M.G. had intended) H.M.G. had, in view of the unique and heavy burden that the Colony was bearing in respect of refugees, decided not to do so.
