Hong Kong Democratic Self-Government Party

In June 1963 the United Nations Association in

Hong Kong was reported to be preparing to form a political

organisation to be known as the Democratic Self-Government

Party, The draft constitution of this party states its

objects to be the promotion of the realisation of self-

government in Hong Kong, the stimulation of the growth of

democracy in Hong Kong, the elevation of Hong Kong to a

self-governing city within the British Commonwealth, and the continuation of the development of friendly, cultural,

economic, social and political links between Hong Kong and other members of the Commonwealth, and the establishment and maintenance of harmonious relations between Hong Kong

and China.

The leader of the Party is a Mr. Hopkins-Jenkins born and educated in Southerr Rhodesia, and a teacher at La Salle College, a grant-in-aid secondary school run by Catholic Fathers. Other leading figures are Mr. MA Man-fai, Chairman of the United Nations Association, (see separate brief) and Mr. TANG Hom Chai, a practising solicitor.

Mr. Hopkins-Jenkins stated in July that it was proposed to hold a mass political rally in September to be

followed, towards the end of the year, by an official

request to the Secretary of State for the Colonies for

self-government. He announced that the Party was applying for registration in Hong Kong and that members of Parliament in the U.K. would be approached for their support for self-government.

It is now learned that the Party propose to hold

a formal inauguration ceremony on 20 September to adopt
