for urban and rural areas with the abolition of

the present Urban Council;

these local councils

should have power to raise rates for local

administrative purposes.

(ii) In June, 1961, Mr. LEE Sheung-pui, an independent

candidate at the Urban Council Elections of 1959,

wrote to the Prime Minister suggesting reform in

the franchise for the Urban Council Elections.

He made four suggestions:-

(a) The list of voters should be extended to

include all educated people;

(b) More polling stations should be set up at

elections to encourage voting;

(c) The term of office of elected members shoulú

be reduced to two years from four years;

(a) Good order should be maintained at polling

stations, at times he has felt that there

has been some confusion;

(iii) In October, 1961, the U.N.A.H.K. wrote to H.E.

They said they look forward to the day when

citizens of Hong Kong would enjoy control of local

affairs through machinery not unlike county and

borough councils in the United Kingdom.
