As Dr. Bray's letter of 9 November suggests that a debate on Hong Kong in the House of Lords might be initiated I imagine that Lord Lansdowne would wish to reply personally. You may therefore think that you should send a short interim reply explaining that Lord Lansdowne will be replying when he returns to the office.
