The Full Council of the Kuk elects a Chairman and two

Vice-Chairmen, through whom close and constant contact is

maintained with the District Commissioner.

The functions of the Kuk are entirely advisory. It is not

known whether the Hong Kong Government has any plans for the

gradual enlargement of these functions. But in view of the

dissensions in 1958-1959 and of recent reports of Communist

influence and penetration it is considered unlikely that any

changes would be regarded as appropriate at the present time.
