As requested in your letter of the 31st March to Reed, I enclose a copy of Sir R. Black's despatch No.433 of 6th February on constitutional changes in Hong Kong; also copies of the telegraphic exchanges that followed.

We were going to let you have a short brief summarising these developments, but I think it is better you should see the proposals as set out by the Governor and the full considerations on which they were based. In making use of this material it will be necessary to have regard to decisions yet to be reached about the general handling of Hong Kong in the Committee of 24 (Higham's letter of 12th March to Maclehose and subsequent correspondence copied to Sankey, refers).
