members, and I know he would like to continue the Bank tradition of a seat on one of the Councils. However, it would be more appropriate to seat him on Executive Council when an occasion arises and I consider Mr. K. Watson, who is more favoured by the official members, has the best claim.
Considering the five names now put forward as a whole, my recommendations do not go as far as I would have liked in breaking new ground, but the very nature of the Council introduces its own limitations. I have considered a great many names, including, in some cases, those of promising younger members of the community. It is essential, however, if the person selected is to be generally acceptable to as wide a cross-section of people as possible that he or she should be rather more than merely promising. He must be generally acknowledged to have made a real mark in the community and to be of sufficiently independent means to be able to devote adequate time to public affairs. It is for these reasons principally that I am not able to recommend, on this occasion at least, a candidate from the teaching profession or the field of social welfare, or from the lower echelons of management or the middle income groups - all possible fields of selection referred to by Black in his despatch of 6th February.

Nevertheless, some new ground has been broken and generally I am satisfied that the names I am recommending represent the best choice at the present time. The major opposition to the present list is likely to come from Sir S.N. Chau and his supporters. As it happens, a short temporary vacancy will occur from 16th June and I am considering, subject to your concurrence, appointing Dr. S.Y. Chung to this vacancy to demonstrate to the Federation that I am not wholly oblivious to their strongly expressed views.
Finally, I propose that the five new appointments should be for a term of two years from 1st July, 1964.
