we should accept Sir David Trench's recommendations, which obviously result from very careful consideration, though in some ways, as he admits, they are disappointing. Is it really necessary to accept the requirement (mentioned on page 6) that a member of Council must be of sufficiently independent means to be able to devote adequate time to public affairs? This seems to involve a very unfortunate

limitation of the field.
