The Survival of these bodies is doubtful so long as their main purpose is denied them. I am fully aware, of course, of the alleged complications involved in the future development of the Colony by the fact t at she has two very powerful friends. One may be too near; the other too far away. But each accepts the status quo, Neither wants Britain to abandon her obligations. But, while accepting this, there is ample room for political advance in Hong Kong.
