Your note forwarding for information a copy of the questions posed by Mr. Rankin and Mrs. White's answers on Thursday, 11th February, refers.

It is of course quite untrue that there is only one Chinese, one Indian and one Portuguese "selected representative" on the Urban Council. The nominated members of the Urban Council consist of five Chinese (including one Chinese woman), one Portuguese, two Europeans and no Indians. There are also five Chinese elected members.

On the Executive Council there are three Chinese, two Europeans, one Portuguese and no Indian 'Nominated Unofficial members.
On the Legislative Council there are nine Chinese, three European, one Indian and no Portuguese Nominated Unofficial members,

It is incorrect to describe either the Indian or the Portuguese community in the Colony as "negligible"; both have contributed much to Hong Kong's security and prosperity, and still do.
You may wish to take suitable opportunity to correct any misimpressions stemming from Mr. Rankin's statements.
