Before I went on leave I told Eddie Bolland that I would send to him a copy of a letter from the Governor of Hong Kong about local government re- organisation, on which his early comments would be appreciated. Owing to an oversight no copy was sent and this has added to previous delays in this Office,

2. I now enclose the letter. Governor is concerned about the Chinese attitude to changes in the local government structure of the kin contemplated, although he feels that an unfavourable reaction would be unlikely.

3. I realise that Edŝie is now on leave but I would be grateful if you would do what you can to let us have your comments as soon as possible.
