Please refer to the Governor's Secret letter of 26th May, in which he sought your advice on the thorny question of the administration of new towns in the New Territories, in the context of the future of the Urban Council and of local government in Hong Kong as a whole.

There has recently been a debate in the Urban Council in which the Unofficial Members argued that the responsibilities of the Council should be extended to Tsuen Wan. There is now some public interest in the matter, particularly in Tsuen Wan itself and in the Heung Yee Kuk, where opposition to the extension of the Council's responsibilities has been quite forcefully expressed, as was foreshadowed in my letter.

I should be grateful therefore if we could have your views on this matter fairly soon.
