20. Page 20, paragraph 6.-The Harbour Traffic Regulations on page 47 of the Scheme rightly make the Senior Naval Officer responsible for the examination of arriving vessels. It is unnecessary for the D.A.A.G. (A) to take any action in the

matter.

21. Page 20, paragraph 8.-It is considered that a special officer to be designated in the Scheme should be appointed Intelligence Officer, and made responsible for the prompt transmission of intelligence of the movements of the enemy.

22. Page 21, Table (C), Column (1).-The strengths here given for infantry, A.O.D. and R.A.M.C., do not agree with the details given in Table (B) (i).

23. Page 22, Table (C), (ii).~The numbers given under the column "Stores " of this Table probably represent tons, but this should be made clear.

24. Page 24, Table (C), (vi).—Against flour, in columns (5) and (6), total amounts should be given, not the amounts of daily consumption.

25. Page 26 (D), paragraph 3.-It would be better to insert the approved chain of Artillery Command in tabular form. There are some inaccuracies in the present statement for instance, the two officers at Clarence and Apostle's Battery respectively should be Gun Group Commanders acting as Battery Commanders, while at Prince of Wales' Lines the Gun Captain acts as Gun Group Commander, and also performs the functions of Battery Commander. The Battery Commander, not the Gun Group Commander, at Victoria should exercise general supervision over Prince of Wales'

Lines.

26. Page 28, paragraph 6.-Attention is called to the Colonial Defence Com- mittee's Memorandum, No. 70 M, dated the 20th July, 1896, on the subject of raising Coast Defence Volunteers on mobilization.

27. Page 29, Table (E), 3rd Column.-It is proposed to demolish houses near Quarry Fort. If this proposal involves any serious destruction of private property, it should only be undertaken on specific orders from the General Officer Commanding. An estimate of the value of property to be destroyed should be prepared, and mentioned in the Defence Scheme.

28. Page 32, Table (F).-The totals do not agree with the details in Table (B) (i), which gives 7 officers (including S.M.O.), 1 Warrant Officer, and 18 N.C.Os. and men.

29. Page 33 (G), paragraph 3.-The boat and crew to be placed at the disposal of the C.O.O. should be noted under "Action by D.A.A.G. (B).

30. Page 34, Table (G), Coluinn of Remarks. With regard to 2.5-inch R.M.L. guns and ammunition, see paragraph 18 of these Remarks.

31. Page 35 (H).-It will be convenient if, under this head, a summary is given of the extra expenditure which will be incurred by the various Departments (1) during the preliminary stages of mobilization; (2) during each subsequent week that the station remains mobilized.

32. Page 35 (H), paragraph 2.-The telling off of a guard for the Bank is a matter for the D.A.A.G. (A), not for the A.P.D.

33. Pages 39 and 40.-On the subject of Officers Commanding detachments, see the first paragraph of these Remarks.

34. Page 40 (III), paragraph 1.—The strength and composition of the Field Force should be detailed in the orders to the officer appointed to command it, instead of a reference being made to Tables in the Defence Scheme.
