and general position of the electric lights agreed to by the War Office and the local authorities-viz., a search-light nçar Rodd Hill (II), a search-light near (A), and a fixed beam at the north end of the Admiralty Reserve to illuminate the minc-field. They consider that, if on trial it is found possible, this beam should have 45 degrees dispersion, to enable it to completely fulfil its object.
(4.) They recommend that the Admiralty should concur in the number, nature, and general position of the Q.F. guns proposed by the War Office-viz., two 12-prs. (in one battery) near the south end of the Admiralty Reserve (J) or (K), and two 12-prs. on the western side of the harbour, near Rodd Hill.
(5.) They consider that the position of the test-room, observing station, and electric light engine-rooms, and the exact sites of electric light and quick-firing gun emplacements, will be for determination by the War Office, when the Admiralty have agreed to the general arrangements of the mine-field, electric lights, and quick- firing guns.
(6.) They consider that the Traffic Regulations, as well as the way in which the various defence resources of the Station should be utilized to meet an attack on it, had best be considered in connection with a Defence Scheme for Esquimalt, and they recommend that such a Scheme on the lines indicated in Colonial Defence Committee's Memorandum No. 46, dated the 3rd May, 1893, should at once be drawn up by a local Committee of military and naval officers, and submitted through the General Officer Commanding the Canadian Militia.
